Son of Dr. James Peery and Mary Letitia Spotts, he was born 28 Oct 1873 at Cedar Bluff. Following graduation from Emory and Henry College and Washington and Lee University, he practiced law in Tazewell and Wise. In 1920, he was a delegate to the Democra tic National Convention at San Francisco, where his son Albert was a page. He represented the Ninth District in Congress for three terms (1923 - 1928), served on the State Corporation Commission and, in 1933, was elected Govenor. Douglas Southall Freema n, in 1938, appraised his administration as one "of quiet vigor, of indisputable courage, of the soundest common sense and well-bottomed progress." He and his wife, the daughter of Albert P. Gillespie and Nancy Higginbotham, married 19 June 1907.
